Here is a simple Tye Dye Tutorial you can use All you need is Photoshop I have CS4 but if you know where the tools in the other versions they are similar most of them anyway.
1) First Thing you would want to do is download a pattern from http://www.adobe.com/cfusion/exchange/index.cfm?event=extensionDetail&extid=1044121
Sign in and download.
Open a New Document I used 1600 X 1600 Pixels
(Make sure you are using RGB colors I used 300 dpi
Then go to your brush pallets use a soft brush any color use want to use
then spray dots all over the canvas, multiple colors in multiple places. I used a soft brush about 401 px
So they look like soft
